- BACKGROUND
Ethiopia has made tremendous strides in reducing child mortality and morbidity; particularly acute malnutrition. Significant efforts have been made to integrate the management of severe acute malnutrition in the Ethiopian health system and now acute malnutrition treatment has been provided in over 22,0000 health facilities in Ethiopia. There is a need to update and strengthen the existing guidelines on the management of acute malnutrition to align with the latest recommendations from, 2023 guidelines on the prevention and management of wasting and nutritional oedema. Client is committed to supporting the government in improving child and maternal health outcomes. As part of this commitment, in collaboration with the MOH, Client seeks to engage an experienced individual consultant to support the government in adapting guidelines related to the prevention and management of wasting and nutritional oedema.
- Justification
Following the recent global guidelines release, on the prevention and management of wasting and nutritional edema, the Government of Ethiopia has recognized a unique opportunity to revise and adapt its protocols concerning wasting prevention and management. Client as a lead agency coordinating nutrition at a global, regional, and national level for the operationalization of countries' efforts to prevent and treat child wasting and supporting the government for the development of normative guidance and tools in all contexts. Client will support technically by recruiting individual consultants for comprehensive and technical support to the Ethiopian government in adapting guidelines related to the prevention and management of wasting and nutritional edema.
- OBJECTIVES, PURPOSE & EXPECTED RESULTS
Objective:
- The main objective of this technical assistance is to provide comprehensive support to the Ministry of Health (MOH) in the guideline development, implementation, monitoring and interventions aimed at preventing and managing acute malnutrition.
Specific Objectives:
- To coordinate the revision and update of the National Guideline on Acute Malnutrition Prevention and Management based on the latest updates and global guidelines.
- To coordinate and support the revision of training materials, job aids, or other tools developed to support the implementation of the new guidelines.
- To provide technical support to MoH, AM Prevention and Treatment desk to perform other relevant roles.
DESCRIPTION OF THE ASSIGNMENT

DELIVERABLES / REPORTING REQUIREMENTS
- Inception report outlining the tasks to be completed, methodology, and timeline for the technical assistance.
- Documentation and sharing of session outcomes during the revision process of the guidelines for the management of the acute malnutrition workshops.
- Prepare revision sessions/workshops in collaboration with MOH and stakeholders
- Coordinate with other consultants to prepare and compile the report on national revision workshops and key areas identified for inclusion in the revised guidelines
- First draft of the revised guidelines incorporating all the proposed changes in the revision workshop including annexes and supporting documents
- Training materials, job aids, or other resources developed to accompany the guidelines.

LOCATION AND DURATION
The TA is expected to commence in October 2024 and conclude by September 2025, with a possibility of extension.
The TA will be accommodated at the Ministry of Health's Nutrition Coordination office.
PROJECT MANAGEMENT
The MOH (Nutrition Coordination Office) and the Guideline Adaptation Core Group (GACG), Client, will provide technical guidance to the TA. Meanwhile, Client and LONADD will manage the supervision of the consultants’ performance and administrative issues.
In Client, this consultant will be supervised by a Nutrition Specialist, NOC, focusing on National Guideline review and additional technical support to MoH on wasting prevention and treatment.
GENERAL CONDITIONS: PROCEDURES AND LOGISTICS
- •Third-party personnel will be provided by the company if Client approves the travel on the monthly travel plan.
- The Third-Party personnel will work from the Ministry of Health's Nutrition Coordination office.
- The Third-Party personnel should provide his/her own materials, i.e. computers, office supplies, etc.
- Plan for a schedule of payment. Note that final payment to Third-Party personnel is dependent on the completion of deliverables and certification by Client.
- Note: Third parties are, in practice, external and, therefore, do not have a direct right to access Client resources.
- The flight costs would be covered by the economy standard if any applicable travel
- No contract may commence unless the contract is signed by both Client and the third-party staff and third–party company.
- No third party may travel without a travel authorization before the journey to the duty station.
- Unless authorized, a Third-Party company will buy the tickets of Third-Party personnel. In exceptional cases, Third-Party personnel may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route,” but this must be agreed to beforehand.
List specific competencies, qualifications and responsabilités requiers of the Thiard-party staff,
- Post Graduate degree in nutrition and/or Public Health.
- Minimum 10 years of professional experience in nutrition
- Experience in developing national nutrition guidelines (MAM and/or SAM) and a solid knowledge of the CMAM approach and/or practice is required.
- Experience working with government structures, especially the MoH departments.
- General knowledge of international system policies, rules, regulations, and procedures governing administration.
- Excellent written English, communication, and interpersonal skills.
- Computer skills, including word processing, spread sheet and other standard software packages and systems.
- Experience and knowledge of Ethiopia’s health and nutrition sectors and knowledge of policy and strategies on food and nutrition and will be an added advantage.
