Background & Purpose of the position:
Ethiopia Health Sector Transformation Plan II and the Ethiopia Program for Results (Hybrid) for Strengthening Primary Health Care Services (PforR for SPHCS) are committed to the delivery of essential and equitable health care services, especially for the most vulnerable population- women and children, by improving access to and equitable provision of high-quality PHC services, with a focus on RMNCAH+N, while strengthening health systems. The advisor will provide technical support to MoH to ensure successful implementation of HSTP-II and Hybrid project through providing technical support on health care financing.
Specific Tasks:
- Support in strategic and operational planning of primary health care and RMNCH+N interventions at national and regional levels
- Assist in strengthening Primary Health Care Services at the Federal and Regional levels by conducting timely capacity gap assessments.
- Support the achievement disbursement linked indicators and program of action of the Program for Results (Hybrid) for Strengthening Primary Health Care Services
- Work closely with the RMNCAH+N, Diseases prevention and control and Community engagement and primary health care executive offices in MOH to ensure that agreed technical inputs and quality of health care are achieved.
- Assist in networking with other relevant stakeholders (Government, NGOs, CSOs, private sector) in areas of business-related practices, as well as in coordinating other staff in organizing and conducting training, research, and the implementation of HCF reforms.
- Provide technical assistance in assessing feasibility, designing implementation arrangements, management, and follow-up of complementary health financing initiatives in Ethiopia.
- Provide technical expertise to MOH in producing advocacy tools for increased resource allocation and utilization in the health sector.
- Plan, schedule, and logistically facilitate events approved in the work plan and participate in the implementation of health financing interventions at the Federal level and regional level.
- Assist MOH in areas related to HCF, governance, resource mobilization, and other activities assigned by the MOH
- Identify domestic and international donors, develop concept paper, and grant proposal for those donors
- Develop advocacy paper on the health system key achievements , return on investment and other key advocacy areas including funding landscape analysis and programmatic implementation brief overview.
- Support SDG advocacy document to attract more donors contribution towards SDG performance fund contribution
- Support in programmatic implementation of various donor grants against the key deliverables, monitor its implementation of key deliverables, and provide detail technical analysis and feedback for key programmatic performances.
- providing technical assistance for developing distribution key of health activities for the Ethiopian national health account analyses
- Provide technical assistance to ministry of health on resource mobilization and allocation of resources
- Assist the ministry of health by developing health care financing implementation prototype manual revision
- Assist the ministry of health to develop health care financing reforms quick reference for easily implementation of the reform components at health facilities level
- Develop and provide technical assistance on the preparation of prototype health care financing structure for regional health bureau.
- Follow the approval and dissemination of the newly revised health care financing strategy and work on the cascading of the strategy at all level
- Carryout any other tasks related to Primary Health Care Services as may be required by the Ministry of Health
Reporting:
- Strategic Affairs Executive Office, Project, and Grant Management Unit of the Ministry of Health
Expected Deliverables and Time Frame:
- Prepare quarterly and annually SDG performance fund programmatic report
- Work on Disbursement linked indicators progress report.
- Follow up the achievement disbursement linked indicators and program of action of the Program for Results (Hybrid) for Strengthening Primary Health Care Services
- Detailed action plans to address identified performance gaps and to meet the agreed DLIs.
- Prepare Intermediate DLIs verification report in-collaboration with relevant offices and Agencies.
Payment Modality & schedule:
The fees for this contract shall paid every month based on the submission of monthly reports against the deliverables indicated above.
Education
- Master’s degree in public health
Experience
- Minimum of 15 and above years of relevant work experience in public or private sector...
- Excellent business-oriented verbal, visual and written communication skills in English
- Demonstrated experience working within a complex organizational structure;
- Demonstrated experience in managing external stakeholder relationships (e.g., bilateral and multilateral donor and implementing partner relationships, or similar background);
- Demonstrated experience with navigating political and strategic discussions objectively and diplomatically with senior managers and donor platforms;
- Experience structuring and analyzing quantitative financial models to inform decision-making; programmatic monitoring and taking timely action
- Experience in generating evidences and preparing policy brief or articles for resource mobilization
- Strong analytical skills and technical proficiency with MS Excel and PowerPoint;
- Ability to autonomously and successfully translate large and complex data sets into reports, charts and tables to inform decision-making; and, to communicate results to general and technical audiences alike;
- Ability to solve problems and influence colleagues and decision-makers towards developing solutions;
- Excellent organizational and problem-solving skills;
- Ability to multi-task and to be effective in high-pressure situations;
- Ability to work independently on complex projects/progarm and solve challenging problems with little structural or operational support; and,

Technology Skill:

Note:
- The consultants will be based at the MoH
- The consultant will use his/her own materials, i.e., computer/laptop, phone, etc.
- For the duty travel, the consultant will not be provided with a rented car by the HR firm or DSA.
- The consultant will be paid on monthly basis by the HR firm upon completion of deliverables as indicated on this TOR and approved by the supervisor.
Policy both parties should be aware of:
- HR firm will manage all the recruitment process based on HR policies and procedures.
- No contract may commence unless the contract is signed by MoH and the consultant.
Consultants will not have supervisory responsibilities or authority over the Client budget.
